compile-php-cmd: preference variable

The compile-buffer command uses the command line contained in the compile-php-cmd variable to "compile" a PHP file. In the case of PHP files, this means to run a user-specified command that could perform syntax-checking or some similar function. (To display the file in a browser, use the command quick-dired-command by pressing Alt-o v.) See compile-c-cmd for details on this variable's format.
