html-recognize-coldfusion-comments: preference buffer-specific variable

If nonzero, HTML mode interpret the sequence <!--- as the start of a ColdFusion comment, terminated by a ---> and allowing nested comments. If zero, it follows normal HTML comment syntax rules, with no nesting.
